Your interpretation, not mine or even his. There's already a very successful wall between Gaza and Israel proper, so your argument falls down.
They are making entreaties to the Arabs, to the Palestinians, to the PA, to the UN, to just about everyone. I think you really need to learn more about the situation as it's not as you are describing it with two groups yelling past each other.
