If a SQL or ORACLE db.. Build the CF on your server that outputs all the data into HTML templates saved as a TEXT file then upload it using CFFTP and rename it to the appropriate html document. Over righting each time.

Their site is currently static and want to switch over to something more dynamic but don't want to switch hosting companies. The databases are on a different server and everything. Can I do this?
