He was informed after the second plane hit (when it was obviously an attack and not an accident).
Of course, had he stood up and screamed "We're all gonna die", that would have been worse. Or had he asked for the football, that would have been worse. But it sure wasn't good nor presidential. Nor was the hiding later in the day. But he got his staff and himself well under control in the next few days (except for the to-this-day Cheney shadow government). I don't know if anyone could have handled the days just after any better than he did.
