Yes the response seems weak and slow, but that's probably because the
troops are going, in, or coming from Iraq.  And if they're not doing
that, they're on break for 2 weeks.  Nationwide.

I'm sure the DOD factored in this probability in their risk model but,
unfortunately, that contingency has happened.  The risk was slow, or
no, response and that's what seems to be happening.

The danger of such a heavy committment to nation-building in Iraq is
that the troops won't be available for other needs.
