I tried to look it up on two quotation books I have (International Thesaurus of Quotations and Bartlett's), at it isn't in either, but I did find this from Robert Frost:

After looking at my books, I tried turning to the Web, and came across this site: http://www.winstonchurchill.org/bonmots2.htm Which says the quote is falsely attributed to Churchill.
