4 years ago the federal government closed the road atop the Folsom Dam
for fear of a terrorist blowing up the dam and washing the greater
Sacramento area into the Bay area. 

So levees aren't the only threat when it comes to flooding.

Well it'd have to be a special circumstance... New Orleans is the only
place in the US that _I_ know of where a levee had been designed to
hold back that amount of water... Yeah, there are levees in other
places, but nothing of this scale. That being the case, I'd think that
the New Orleans levee is sort of a "one-time" occurrence... That's not
to say there aren't other points of vulnerability in the country, but
not likely levees. So it's not exactly as though they're suddenly
armed with information to mount a nation-wide "campaign of terror".
Although if I wanted to terrorize people, now would be the time that I
would start my campaign in other places to create as much fracturing
of resources as possible. I'm not that kind of person of course.
