Where do you put the stockpile so that it will not potentially be wiped out 
by the hurricane? I personally still do not believe it effected an area 
bigger than Great Britian and mainly because I find that hard to fathon and 
have not gone googling to try to verify. Regardless where do you put that 
stockpile, it has to be somewhere that would not possibly just be wiped out 
by mother nature but also somewhere that has the means to organize 
trucks/men to get it out to disaster areas. There would have to be multiple 
places for stockpiles because what if that hurrican turned and took out 
Galveston/Houston or what if it took out something in Florida.
 Now I think if there was some system where food/water was stockpiled in key 
warehouses throughout the country. Then when it started to get old it would 
be distributed to homeless shelters then there could be a good possibility 
for a system to provide for many different types of disasters. But it opens 
up all sorts of questions such as do the state or federal governments 
normally provide things to our networks of homeless shelters.
