That was what struck me in an earlier post, news link or blog (I'm skimming a 
lot of sources and not really keeping track of them.)  But the quote was 
something about FEMA setting up a database of material and resources being 
offered.  

EXCUSE ME, setting up a database?  This is not the time to set up a database 
and find the "best" way to use the resources.  That was anytime before last 
week.  Starting five minutes after the storm ended, was the time for action.  
The need is there, anywhere.  Put the resources there, somewhere, anywhere they 
could have been used.  It may not be best; it may not be the most efficient.  
But hell, it is way too late for that.  JUST DO IT!  If too much food and water 
was delivered to the convention center last Tuesday, who the hell cares, this 
is not a time for bean counters.
