Meaning the National Guard needed to secure the area before the rest of the troops could help with rescue or were the troops not even available? I do know the rescue was stopped until the law enforcement made the area safe. Question is where were the troops at that time? I'm not defending Bush because I don't have enough info yet. But you are attacking him without knowing all the facts. I do know for a fact the Governor held back the Red Cross from the badly needed superdome and convention center.
