To answer this simply, both and neither

XP is based on 2000 technology (thus NT technology), but it doesn't run
all of the software that runs on 95/98/Me...

It's made to look "pretty" for the consumers, but it's not really for
home game use

Oh, and a lot of 2000 software needs upgrading as well...
