Mine is based on logic. To cow someone is to bull-y them. To Bull someone is to feed them a line of BS. If we follow the chain rule (A implies B, B implies C, A implies C) then "to cow someone" means to cover them in BS (or CS as the case is). I'd say strap them under a bull but that would be perverted as well as perverse.
