Failure to move along? Geeze, don't go after rapists and murderers, go after the protesters who fail to move along. Was she blocking traffic? If not, why the hell not just ignore her? If you hate it - ignoring her will make her made. If you like her, ignoring her will let her continue to protest. Its a win-win situation.
