Doh!  Ok, I looked through every Windows option I could think of and
disabled the Cisco VPN connection completely.  Finally, I found a
setting in the VPN client called "Statefull firewall (Always On)" that
was turned on.  After turning that little setting off, it's all good.

Sometimes I hate computers.
