Yeah, a HS grad should be able to do all of those things since those are minimum requirements to be productive in our society. I would add the ability to critically analyze career choices. If a grad could do all of that they'd have the skills necessary to choose a career and figure out how to best enter it. If that required college, they'd be able to work through the financing options. For example, maybe they'd choose Marine biologist/explorer.
