The problem is no al-qaeda. It is the governments that they can penetrate. It is also the places they can penetrate. What if they were able to get in to a Russian Missile Silo that has little defence and mange to Launch a missile.
It take 15 minutes for an ICBM to go from Washington to Moscow. Do you want to wait until Moscow can determine what happened and the US to determine what happened and then try to defend against it after the missile has already hit.
