That's so short-sighted. It's too late to develop a defense against missiles if they are already in the air. The point is that there is plenty of evidence that there are many countries that want us destroyed that are actively seeking the technology. This is being developed now so that when these countries get this technology we can defend against it.
Again, they can afford to do this and upgrade the CDC all at the same time. This isn't about defense, it's about lining the pockets of the companies that sell the missiles. If they were serious about protecting us, they'd be upgrading the facilities at the CDC, and taking pro-active steps to ensure the safety of the scientist who can assist in the creation of antidotes and vaccines.
