That's so short-sighted.  It's too late to develop a defense against 
missiles if they are already in the air. The point is that there is 
plenty of evidence that there are many countries that want us destroyed 
that are actively seeking the technology.  This is being developed now 
so that when these countries get this technology we can defend against 
it.

Again, they can afford to do this and upgrade the CDC all at the same 
time.
