You don't want to just tack the tarp down - use a bead of wood along each
edge to keep it down.  Use nails or a staple gun, not tacks (you've got to
redo the roof anyway so a few nails won't hurt it more).

I'm not sure what kind of wind you've got but it can't be much worse that we
have in Boston - and you can definitely get a tarp stuck down here.
