This needn't be an all-or-nothing sort of thing.  The gov't would be
free to set standards as pre-reqs for schools to accept vouchers, but
those standards should be slim.

For example, you shall teach the basic subjects, not preach hate,
blah, blah, blah.

See Greg's point below.  Much of the public school system (9-12) is a
failure for the same reason that any gov't run program is: no
competition to accomodate a changing world.  Add competition and
choice and get better educated kids.
