No. Not at all. Skins are a British youth culture that evolved from the mods in the 60's. They are and always have been very closely associated with black culture (ska, two tone). In the states non-racist or anti-racist skins (SHARP, which I am) are mainly about punk, hardcore, hard work, loyalty and personal honor. Respect.
