Uh, oh I forgot you're a Whitehouse insider.  Of course they didn't -
nobody does except the Whitehouse then and now.  Only a congressional
war council can get access to such information and this wasn't that.

Then you're just stupid - how can the President threaten war if
congress must approve it?  The idea was to give Mr. Bush a big enough
stick to scare off the bad guys.  Unfortunately he wielded it
irresponsibly.
