I think that it's a great punishment.  I mean, we're talking about it, 
which is great for the animal rights ppl (not talking about the PETA 
terrorists here), which benefits the animals more than if this was a 
local open and shut case.

Well, they never gave the clear reason.  "Family issues" could mean 
anything.  "My Dad didn't pay attention to me, so I became a mean 
person, that's why I let 33 cats go into the wild" *could* be construed 
as a "Family Issue" by any half decent lawyer.  (I'm being extreme here 
to illustrate a point).  Besides, what "family issue" would be so bad 
that you couldn't just call the local SPCA?  They'll even pick them up 
if the situation is that bad.
