It actually has to do with the part about the US Highway fund nearing empty, over that past several years all vehicles have become more fuel efficient but the federal gas tax hasn't gone up. More cars are on the road, and they need more work done to them, and if they don't do something then we won't be able to pay for new roads or fix the ones we have.
Demonizing SUVs is pretty funny, I'm curious why the people that talk bad about SUVs don't make the same complaints about Luxury Sedans. There has been a tax deduction for hybrids for a couple of years now, it is 2k per year.
