Because it's easy to fool yourself (or others) about your level of
conviction in a policy until you have "skin" in the game.  Then you
find out how much you truly believe it.

Put another way, if you're willing to send other kids to war, but not
your own, then you don't believe in your own policy and you're a
hypocrite.

Put a 3rd way, I'll use a sports analogy: Let's say I'm constantly
talking up the Colts and how they're going to run the board this year
and anybody that doesn't see that doesn't understand football as well
as I.  You might say, "put your money where your mouth is.  Put
$10,000 on the line."

That'd be an easy way to find out how much I truly believe in the policy.
