Should they vote for war and if they didn't serve under fire themselves, then, sure, I'd go along with that. Maybe a more realistic approach would be to require that Congress experience the front lines themselves if they haven't previously served under fire. Suit them up, hand them a rifle, and send them out on an escorted patrol.
