they aren't topless, just in short shorts and tight t-shirts. I actually eat there occasionally, but the food is pretty crappy. Its also kind of dishonest - a strip joint is pretty honest about what it is - but hooters pretends its a family restaurant. But then the girls in small clothes have to do dog tricks, like pouring a beer while hoola hooping, or balancing chicken wings on their heads, or asking if you want your sandwich "all the way" (i.e. with lettuce and tomato) - its all so phony. If they were topless at least it would be honest.
