Are you sure that "VPN capable" doesn't just mean as a client?

Yeah... but apparently it's legal - there are quite a few posts about it and
at least one FAQ item.

I believe the crux is that the GPL says nothing about cost: you can charge
all you want for software.  Only when you deliver it you must also deliver
the source.  There's nothing that says you HAVE to make the source freely
available to anybody.

Most people do, but the license doesn't specify it.
