well .. when you don't have any snow plows, 7" might as well be 7 feet. I used to live in southwest VA and we would get a couple feet sometimes. The snow plows would be going 24 hours a day. They would have the roads cleared in no time. I didn't even *see* a plow here in SC. Also, Buffalo drivers are probably a lot more used to snow. People in the Carolinas and GA generally aren't. I'm sure FL would be even worse if they got a couple of inches. It's all relative.
