Some prank related options:

- Turn up the volume all the way on their speakers while they are away
- If they are really only $5, some scissors could end your pain for at
least a day
- Put something gross and slimy on the earphones
- Replace / rename all their Journey MP3s with Jessica Simpson tunes
- Buy $5 headphones of your own, set them on your desk, then turn them
up loud enough for you to hear them without wearing them... "Hey,
what's the problem? I'm using headphones too!!!"
- If it's really loud enough to hear their music, start singing along
loudly, referring to your coworker as your "favorite little karaoke
machine"
- Call their desk phone randomly during the day with requests. Pass
an email around the office asking others to do the same.
- Buy your coworker some decorative earmuffs to wear over the
headphones and help muffle the sound (the earmuffs should preferably
be horribly ugly)

A realistic option... Talk to them about it: "Dude, your headphones
annoy the crap outta me". If they don't care, forward them the above
list and ask where they'd like you to start...
