OK, Two major things from the Clinton Executive Order jumped out at me.
1. The word foreign used over and over again. Meaning not within the US, and not against American citizens. Even if it's domestic, against non-citizens I don't have a problem with it. 2. With the cooperation and consent of the Senate.
