It's incredibly unlikely that anything would have changed. Unless the calls were "So, Dan, you're all set to smash your plane from Boston into New York". Most likely the calls were at least minimally coded and probably wouldn't even have been reviewed for days or weeks in any case (the more people you're listening too the more likely it is that you'd miss something). If we knew about those calls then we probably would have enough for a warrant before 9/11. But we didn't know about those calls so even under this executive order they would have probably been missed even if the hijackers were on the list.
