Naw, he can just download the latest version from 
http://www.microsoft.com/windows/ie/default.mspx and do a repair option to 
reinstall.  What's probably happening is that his file associations have 
changed.  I believe it can be fixed by going to the "Set Program Access and 
Defaults" app and changing the default browser to open web pages.
