Yeah, I know it's crazy, but it's still possible. I believe that the file association could be corrupt - imagine if the file was not html but instead wma or pdf, the file associations would determine which program to open the file. If the html extensions are associated with firefox, that could be the reason that firefox is opening, no matter which browser it's pasted into. Fixing it with the XP set progam access and defaults should fix the association.
This is all speculation, of course.
