But blame lies with the American voter:

1.) We, as a group, are massively uninformed.  Many people don't even
vote and those that do rarely understand what they're doing and why. 
Those that respond to political posts on this list are probably easily
in the top 1% of informed voters.  Scary, huh?

2.) As a group we're easily distracted and prone to emotional issues
rather than substantive ones.

3.) As a group we're gullible.  Mr. Bush has proved that beyond a
doubt with his WMD claims that he's since retracted (after taking us
to war over them).

For all of these reasons money has become the order of the day. 
Americans demand that their politicians spend millions to get elected.
 To get the money most have to prostitute themselves to special
interests which compromises their work representing the people.

Until we can get the money out of politics, this scandal is simply
those that have been caught.
