Yes, but Welfare is only one solution, and a bad one. Back to your point, though, looting happened in New Orleans because there was a breakdown in law enforcement. I saw plenty of video of people shopping for TVs, shoes, etc. I doubt they were planning on eating them. Back to my point, giving people something for nothing is a problem.
