I don't have time to explain society to you. Let's just say that this does not correspond to my experience, at all.
You seem to be the one saying people are dumb. I think most people understand their position quite well and know what would improve it. The problem is often that there is an entrenched bureaucracy that needs clients. I think it's condescending as hell to make people take classes in life skills unless they clearly need and want them. You know what I like? There is a program in the state of Texas that diverts people from welfare. They come in due to some fiasco, often with very small problems that they nevertheless don't have the means to solve. If they meet certain criteria of employability and apparent willingness to stay out of the system, the funds to solve the problems are made available. The people are happy because their problem is solved, and the state of Texas saves money by not feeding people into the welfare/workfare/foodstampt system. ::shrug:: And it was probably a Reublican idea.
