There is a difference between responsibility and benefit of employment.

Tow of the employers: Johns Hopkins and Northrop-Grumman have a much
larger stake in their employees than wal-mart. With a major part of
their staff being skilled labor they make a much larger investment in
ensuring the individuals are able to come to work.

At a store like Wal-Mart where employees aren't skilled or highly
specialized then the loss of one or two employees may not damage the
day-to-day operation.

Also, wal-mart probably employs more people under 25 than some of the
other places. They probably have insurance via their College Tuition, or
may still be on their parents.

The employers offer these benefits to compete in the job market.
Wal-mart doesn't so they can keep prices low. It is part of their
business model.
