One could say that government is there to help foster business, thus helping the (local) economy. I would agree with that. One could also say that a business of 1 employee has different needs and requirements than a business of 100,000 employees. I would also agree to that.
If you agree to these two things, then it seems reasonable to think that government needs to do different things to help foster different kinds of businesses.
