But that is still government.

The key is that the goverment is not interfering in the free market commerce 
of the company. The government, be it local or federal, has the right to 
enact statutes requiring safe work conditions, environmental standards, etc, 
that businesses must meet in order to operate.

As long as businesses comply with these, though, their day to day operations 
as they relate to business commerce....are free from government intrusion. 
It's a subtle, but important difference.
