the phones aren't yours.
You purchase them under a service contract agreement.

Unless you purchase your phone at Retail without a plan (which costs
more) you are essentially 'renting' their phone.

They upcharge on extra services, such as this data package etc. and
probably charge you to upgrade your firmware as well.

So upcharging for these services is part of their business plan and
how they try to recoup the cost of subsidising the phones I suppose.
