No.  The ruckus is about recording domestic -- US phone to US phone -- 
calls without warrants.  Even for international calls, the tap was made 
by identifying the domestic line, which requires a warrant.  They were 
spying in people in the US specifically, rather than in the course of 
tapping foreign phones.
