That sounds sensible to me.  People that are falling back onto this
safety net clearly don't know how to engineer their careers.  I know I
sure as hell didn't.

And the crap they taught me in HS was totally useless.  The college
advisory system was even worse.  Graduate schools, depending, get a
bit better but WTF?

How hard would it be to re-tool our education system to at least add
in some real world lessons?  But even if you did, you'd still have to
deal with the current crop of single mothers.  And the problem with
giving them money is that we already know they fecked up in the first
place.

So why give them money until we know they can use it wisely? 
Otherwise you're just throwing it away.
