She can have welfare. But, should she decided to keep the child, she should have to prove she understands the system well enough to negotiate it. And I like Tony's rules about a time limitation. When that girl makes a decision on whether to keep the child, she should do so with an understanding of what that means to her life. And that means decent education. In general the education/birth rate connection is clear in every developed country: as a population's education level rises their birth rate drops. Europe's is negative and the US's is about zero I think. What I've been saying is that I've not yet met the person that isn't capable of this level of education. There a mass welfare program is unnecessary as is a mass retirement program. Name me the person that is capable of work, but not capable of understanding they need to save for retirement. If they don't save then it's because they made bad career choices or decided to spend. Why should taxpayers have to back them up? Why shouldn't we all just ask the gov't for a savings? Of course if we did that there'd be no money to give.
