There are 2 core issues here. 1. Islam's traditions of not depicting religious figures 2. Traditions of freedom of speech in the West.
Where does one tradition supercede the other? It's a culture clash of heterogeneous western culture where one religion's edicts aren't absolute and a distancing of secular institutions from religious rules, with more homogeneous Islamic culture where religion and law are much more intertwined. Underlying this is people's personal paradigms of muslims, terrorists, western hegemony, secularization, etc. Basically, even though we're talking about the same topic, we're not actually talking about the same things.
