If you reread the article, it is clear that the apartment was offered
directly from the lobbyist to the legislator at a dinner.

It is not that there is anything illegal about this. But personally I
feel a little queasy when I realize not only are the lobbyists eating
dinner with the legislators, but actually living with them.

This was a story because it shows that even the guy picked to brighten
the tarnished image of the Republican machine is almost literally in
bed with the lobbyists.
