The difference, I think, is that we (the general public) feel that we 
have been lied to, manipulated, a tricked over the past 5 years by this 
administration.  So, having caught them in a potential cover-up is what 
makes this a scandal.  It's really not the act, I don't think, but more 
like the intention of the act.
