1.) Yup, it was a simple accident, but that's not the point. It's not
the accident, it's the aftermath that's in question.

2.) When the VP is involved in a shooting and declines to use the
generally accepted methods and timelines of informing the American
people (and the President), it implies he doesn't give 2 shits about
the American people and that's the problem.

BTW - technically it is a lie as it was a lie of omission.  The VP
didn't inform the press a private citizen did.  That means the VP was
omitting to tell the American people something they have a right to
know.  Technically that makes it a lie.
