Not really. The Bush administration has shown time and again that it cares nothing for NY. Has it given NY the money it promised for 9/11 rebuilding? No. Has it given NY a realistic share of the homeland security budget as a first responder and a prime target? Not in the least. I can go on and on but the bottom line is that the Bush administration, if not Bush himself just does not look at NY as a place he wants to give anything too. The move on the ports is just another example.
But lets take a conspiracy theory approach. NY is a prime target. 9/11 caused Bush to gain and push for huge amounts of power in many areas. If there was another 9/11 then Bush would have an excuse to stay in office longer, make more changes, whatever. Now how do you 'help' cause a terrorist attack without actually helping the terrorists. How about weaken the prime terrorist target. Keep them from getting much needed cash. Make them waste money and energy on false terrorist warnings. Do whatever is needed to leave a door, no matter how small, for NY to be attacked again. And when it is attacked, cry on national TV over how America needs a strong leader and changing leaders while in the middle of this new war on terrorism is a bad idea, etc, etc, etc. Is this a conspiracy theory rooted only in fiction? Not at all. The only thing not provable is that Bush is weakening NY to help out terrorists.On the other hand, it is easily provable that he (or at least his administration) is keeping NY down.
