I am thinking in more state-actor terms, specifically Syria and Iran. The reason we aren't currently stomping the guts out of Syria and Iran is that we have a large military force deployed in theater and they are potentially vulnerable to WMD attacks. Since both of these countries possess WMD, our military has to account for those weapons in any war planning scenarios.
In terms of terrorism, I don't think the bad guys could make any more trouble than they are already making in Iraq or Afghanistan without resorting to WMD, or without an open declaration of war from Syria/Iran. We can't go after Syria and Iran for fear of escalating the situation and putting our troops at risk.
