Security by the Coast Guard and the TSA assumes that the management is
working WITH them, not against them.

If, by some happenstance, persons hostile to the US were put in charge
of significant portions of the port management, then they could very
easily bring in huge amounts of things detrimental to us.

Less than 5% (in some cases, way less than 5%) of incoming cargo is
inspected even at the walk-by level, let alone having the containers
opened and inspected.

Therefore, the trust and cooperation of those in the port is as
important or maybe more important than how well the TSA is doing. The
system is relying on the workers and management of the port to notice
problems, and to then notify the TSA when they do.

Security is more like that one lonely rent-a-cop at the mall. He isn't
going to notice everything. His real job is to be there to hear
reports from shoppers and clerks, and if he can't handle it, to
escalate it to the real police. And when it all goes really bad, to
try to hold the bridge until reinforcements arrive.
