Because, like any other bid process in the US, it was as much about
who you know as what you bid. The British company, from what I have
read, had good connections (read lobbying firms), had a decent bid,
and a good track record.

Also, from what I have read, the UAE company is a great company and
has a good track record.

The American companies might not have been asked to bid, might not
have been interested at the time, might not have been able to compete
purely on costs.

The other reason is, the bids to the British company happened BEFORE
9/11. I would hope  that we would even look twice at a British company
in this post 9/11 world.
